Abstract

The article examines topical issues of developing and implementing effective models and methods for evaluating personnel in the project offices of outsourcing IT companies. The theoretical and practical aspects of applying traditional approaches such as KPI, assessment centers, rating systems, as well as modern methods based on data mining are analyzed. It is noted that an effective evaluation system is the key to the success of an outsourcing business, since the competence and motivation of staff determine the quality of IT services and customer satisfaction. The advantages and disadvantages of KPI are analyzed in detail. It is shown that they allow objectively evaluating the contribution of employees, but may be too narrowly focused on quantitative aspects. The possibilities of assessment centers for a comprehensive analysis of staff competencies are considered. However, their high cost and risk of subjectivity are noted. The advantages of the 360-degree method for obtaining feedback from all stakeholders are analyzed. At the same time, the difficulties of its practical application are noted. The possibilities of modern methods of data mining are considered separately, in particular neural networks, fuzzy logic and genetic algorithms. Their potential for building effective analytical models for personnel evaluation is demonstrated. It is concluded that none of the existing methods are universal. An integrated approach is proposed, which involves the optimal combination of quantitative and qualitative techniques, taking into account the specifics of the outsourcing company. The main directions for further research are identified, which consist in developing hybrid assessment models based on traditional and innovative approaches. Ways of practical application of research results are proposed to improve the existing personnel management systems of outsourcing IT companies.
