RESOURCE MEASUREMENT OF THE SUPPORT OF INTELLECTUAL LEADERSHIP OF UKRAINE IN THE GLOBAL ECONOMIC SPACE

Abstract

The article examines the key criteria and indicators of Ukraine for assessing the resource level of global intellectual leadership. Resource dimension is the first in the structure of methodical assessment of intellectual leadership and is the basis for the formation of intellectual potential. Among the analyzed indicators, the funding indicators, the number of students and key indicators of their international migration, Ukraine's participation in global migration flows, the number of R&D staff and the dynamics of change in these indicators for the period since 2005. The factors that can ensure the singular development of the economy and its non-linear progress are coming to the foreground. In the first place, this is a knowledge-creating and knowledge of the production factors that can provide innovative development and, in particular, the development of fundamentally innovative products or innovative breakthroughs. This involves intensifying investment activity in innovation activities, using a wide range of tools both financial and administrative, as well as the development of innovations in management systems and the formation of a creative and innovative component of economic activity. All this, in turn, involves the formation of a coherent strategy for the development of an innovative ecosystem, which shows the high efficiency of implementation, based on the practice of developed countries and countries that have formed their competitiveness on the basis of intelligence. The combination of such factors should lead to the emergence of new competitive products and services that, in the era of digitalisation and networking, will shape the new benefits of using existing capabilities. The analysis of key indicators of intellectual leadership of different order makes it possible to determine that most of the values in Ukraine are in a negative plane and require significant correction. This, in turn, made it possible to highlight the main challenges of Ukraine's leading position in the global economic environment, taking into account the gradual advance of the global economy into a knowledgeable dimension.
