STATE GOVERNANCE IN THE SYSTEM OF ENSURING SUSTAINABLE DEVELOPMENT OF THE NATIONAL ECONOMY
Abstract
The article examines the features of modern public administration in a market economy, taking into account the strategic guidelines of sustainable development in Ukraine. The purpose of the study is to analyze the specifics of contemporary public administration under market economy conditions, with regard to the strategic priorities of sustainable development in Ukraine, particularly through the lens of results-based management and performance-oriented budgeting (POB). Theoretical approaches to economic regulation − Keynesianism, neoliberalism, monetarism, and institutionalism − are analyzed, as well as their adaptation to the national context. The necessity of transitioning to results-oriented public administration is substantiated, with performance-based budgeting identified as a key tool that effectively links budgetary resources to the achievement of specific socio-economic and environmental outcomes. The role of the state in ensuring the harmonization of market mechanisms, social interests, and environmental responsibility is explored. It is determined that the successful implementation of the UN Sustainable Development Goals (SDGs) at the national level requires institutional reforms, improved monitoring systems, and the integration of environmental and social indicators into public policy. A systematization of public regulation methods within a macroeconomic approach is presented, supplemented by examples of their application in Ukraine and their connection to the SDGs. The article includes an analysis of current research, Ukrainian legislation, and international experience, making it a contribution to the scientific discourse on the modernization of public administration in the context of transformation. In the current conditions, the Ukrainian model of public administration should focus not only on economic growth but also on sustainable development as a comprehensive strategy. This requires: a transition to results-based management; the implementation of POB considering environmental and social indicators; the synergy of market mechanisms and targeted state regulation; active public participation in governance processes. Only under these conditions will the state be able to fulfill its role as a guarantor of economic stability, social justice, and environmental security − the key components of sustainable development in Ukraine.
