SOCIO-LABOR RELATIONS DEVELOPMENT IN TERRITORIAL COMMUNITIES: FOREIGN EXPERIENCE

Abstract

The issue of ensuring the sustainable development of territorial communities is not new to national scientific thought, however, at the same time, many researchers focus on regulatory support as one of the main factors for such development, thereby narrowing the powers of local authorities self-government to perform regulatory and controlling functions. Instead, the world scientific opinion has for a long time substantiated the thesis about the exclusive role of local authorities and their effective work in ensuring the community economic development, increasing its human capital, increasing level and quality of life. Unfortunately, these scholarly assets are often overlooked by domestic researchers, while they contain strong local development theory proven by years of practice. So, the purpose of this study is to shed light on the scientific background of the global experience ensuring the territorial communities sustainable development, with the reasoning of key points for domestic united territorial communities. The theoretical and methodological basis of the research was the scientific provisions and conclusions on territorial communities’ socio-economic development, presented in the works of foreign scientists. In the course of research were substantiated the essence of the "community economic development" concept in the views of foreign scientists, highlighted the genesis of approaches to ensuring local territories development. Investigated the basic components and parameters of communities social and economic development in foreign practice. Generalized theoretical approaches to territorial economic development and compiled a list of local economic development theories developed by the world scientific community. Identified key principles of local socio-economic development based on foreign experience and the main ways of providing them in domestic united territorial communities. On the world experience analysis basis it is established the necessity to assess the existing potential of the community social-labor sphere, to identify ways and possibilities of its effective use and to further increase and develop practical means for realization of the set goals.
