MODERN ASPECTS OF THE POLICY OF PROVIDING PERSONNEL OF THE TOURIST SPHERE

Abstract

The article covers modern aspects of the policy of provision of personnel by tour operators. The conceptual bases of management of personnel of the subjects of management of tourism sphere are investigated. The role of effective policy of formation of personnel in the process of ensuring the effectiveness of the functioning of tourism sector entities is substantiated. The author's interpretation of the definition of "policy of staffing" is given. The list of principles of policy of providing of personnel by the personnel is offered and their general characterization is given. The peculiarities of the policy of provision of personnel of the tourist sphere are considered and three main types are distinguished: stimulating, moderate, preservation. The description of each type of policy of provision of personnel of the tourist sphere taking into account the stage of development of the tourism sector is presented. The necessity of considering the types of policy provision by the personnel of the tourism sector entities from the point of view of open and closed access is proved. The current state of the tourist sphere of the country is analyzed, the dynamics of tourist flows is given, and factors determining the existing tendencies are identified. It is proved that the negative tendency for the development of the national economy is the reduction of the number of foreign and domestic tourists. The author's approach to the policy of providing of personnel of the subjects of management of tourism sphere is offered. The emphasis is placed on the expediency of studying the policy of providing tourism staff with the current stage of development of the tourist industry. The leading role of the personnel provision policy in the decision of the issue of the formation of the appropriate tourist infrastructure in order to increase the number of foreign and domestic tourists, as well as ensuring the formation of preconditions for the development of the national economy, is substantiated.
