Анотація

У статті досліджується взаємозв'язок між Національною оборонною стратегією Бразилії та державною політикою розбудови її військово-промислового комплексу. Методологія дослідження базується на аналізі першоджерел, зокрема тематичних наукових публікацій, Національної стратегії оборони 2008 року, а також на даних щодо реалізації ключових оборонних програм. Доведено, що оборонна стратегія виступає ключовим інструментом для досягнення країною таких цілей: регіонального лідерства, технологічного суверенітету та економічного розвитку. На основі аналізу стратегічних документів та практики реалізації оборонних програм розкриваються механізми цієї політики, зокрема пріоритетне фінансування, компенсаційні угоди та опора на державні холдинги. Також висвітлено основні виклики, що обмежують успіх бразильської моделі: бюджетна нестабільність, залежність від імпорту та бюрократія. Досвід Бразилії слугує прикладом комплексного підходу до розбудови ВПК для країн зі схожими амбіціями та обмеженнями.
