STATE REGULATION OF THE DEVELOPMENT OF THE TOURIST SPHERE IN THE ECONOMIC CIRCUMSTANCES
Abstract
In the article it is proved that the economic development of any state as a complex socio-economic system in modern conditions is accompanied by a high level of instability of the internal and external environment, which actualizes the issue of ensuring the stability of the national economy. It is determined that one of the main tasks of state regulation of tourism industry development in conditions of cyclical economy is creation of conditions for supporting infrastructure development and preservation of cultural heritage, which will encourage the subjects of tourism sphere to ensure the efficiency of their own activity. However, the formulation of such a task requires the development of a unified state approach, the creation of the concept of state regulation of tourism development in terms of cyclical economy, which would become the basis for the sustainable development of the national economy. It is stated that the purpose of state regulation of tourism development in the conditions of cyclical economy is to identify crisis factors and prevent them to ensure sustainable development of this sphere, which is an improvement of the regulation process based on monitoring of the current state, detection of crisis factors, implementation of a complex of anti-crisis measures, improving the effectiveness flexibility of decision-making and implementation of decisions. The necessity of studying the peculiarities of the functioning of the tourist sphere and the mechanism of ensuring its effectiveness in the conditions of cyclicality of the economy in Ukraine has been proved. It is revealed that the leading countries of the world have developed mechanisms of anti-crisis state regulation of the tourism sector at different stages of the economic cycle, which allows to create the conditions for effective functioning and development of the respective industry, as well as formed the necessary conditions for the development of the real sector of the economy. The expediency of introducing a mechanism of state regulation of tourism development in the conditions of cyclical economy in solving the problem of sustainable development of the state and ensuring the effective functioning of economic sectors on the basis of a systematic approach is substantiated.
