VETERAN ENTREPRENEURSHIP AS A TOOL FOR INNOVATIVE DEVELOPMENT OF DEOCCUPIED TERRITORIES: INCUBATION AND REINVESTMENT

The relevance of the article is due to the need to find effective tools for innovative development of the deoccupied territories of Ukraine, which suffered significant socio-economic and infrastructural losses as a result of the war. Veteran entrepreneurship is of particular importance in this context as a factor in the economic recovery of communities and the social reintegration of veterans. The purpose of the study is to theoretically substantiate the incubation and reinvestment approach to the use of veteran entrepreneurship as a tool for innovative development of deoccupied territories. The study is of a theoretical and analytical nature and is based on the generalization of modern approaches to the post-war recovery of communities, the development of veteran entrepreneurship and the reintegration of veterans. The main hypothesis is that the integration of veteran entrepreneurship into the incubation and reinvestment mechanism will contribute to the innovative development of deoccupied territories. The research methodology includes normative analysis, critical generalization of scientific sources, comparative comparison of approaches and structural-logical modeling. The scientific approaches to the development of deoccupied territories and support for veteran business have been systematized. The role of veteran entrepreneurship as an economic, social and innovative resource of the community has been generalized. An incubation and reinvestment model has been proposed, which combines diagnostics of the needs of the territory, business incubation, financial support, business localization, reinvestment and scaling of successful practices. It has been substantiated that such a model provides a systemic approach to local development. The theoretical significance of the study lies in the development of scientific approaches to the use of veteran entrepreneurship in the post-war recovery system. The practical significance lies in the possibility of applying the model when developing local programs to support veteran business and community development strategies. The scientific novelty of the article lies in the combination of incubation and reinvestment approaches in a single model of innovative development of deoccupied territories. Further research should be directed at empirical verification of the model and the development of indicators for assessing its effectiveness.
