CREATIVE CLUSTERS AS A FORM OF COOPERATION IN THE CREATIVE INDUSTRIES OF THE EUROPEAN UNION

The article substantiates the relevance of the topic in the light of the existing regulations in the European Union. The peculiarities of the creative economy and creative industries functioning are determined. The modern conditions of functioning of creative enterprises are characterized and their factors of production are defined. Different approaches to the classification of creative industries in different countries are revealed as one of the problematic issues in their comparative analysis. The definition of creative industries is presented. The factors that cause the integration of the subjects within the creative industries are justified. Approaches to the classification of creative goods and services are presented in accordance with UNCTAD and EBOPS 2002. Approaches to the classification of creative goods in certain EU countries and in Ukraine are presented. The motives of cooperation of enterprises in creative industries are substantiated. The general and special principles of cooperation in the creative industries are defined. The peculiarities of formation of synergistic effect from cooperation are investigated. The essence of the synergistic effect is determined. The elements of the cooperative system of interaction are highlighted. It is proved that among the forms of cooperation in the creative industries, the most common are the creative industries clusters. The essence of the cluster in the economy is determined. The significant features of the cluster are presented. The peculiarities of creative clusters as forms of cooperation of economic entities are investigated. Types of creative clusters are defined depending on the product type and the operating environment. Existing practices of creating creative clusters in the EU countries, including the creative industries clusters in Spain, Latvia, Poland and Luxembourg, have been investigated. The goals of creation and functioning of modern clusters of creative industries in Europe are defined. Forms of organization of clusters of creative industries in Europe are investigated. The structure of the Creative Industries Cluster of Kherson region is determined.
