FORMATION OF THE LOCAL BUDGETS’ REVENUES: THE EUROPEAN EXPERIENCE

Abstract

In this paper, the author studies the local budgets revenues’ formation peculiarities in European countries. The main attention was focused on the tax revenues’ fiscal role determination and the peculiarities of their structure. The analysis of the tax autonomy indicator was carried out. The factors influencing the public institutions’ decisions in the area of the tax revenues enrollment to the different levels of budget system were determined. The administration features of personal income tax, income tax, and property taxes were investigated.
