Digital transformation of the healthcare system is a priority area of modernization of public administration in the context of medical reform and development of the electronic healthcare system. The relevance of the study is due to the insufficient development of theoretical foundations of the comprehensive use of digital tools in the activities of healthcare institutions. The purpose of the study is to theoretically substantiate the essence of digital tools of public administration by healthcare institutions, their systematization and development of a conceptual model of use in the context of the transformation of the healthcare system of Ukraine. The study was carried out in a theoretical and analytical format based on the analysis of modern scientific works on the problems of digitalization of public administration and healthcare. The main hypothesis is that the effectiveness of digital transformation is determined by the level of integration of digital tools into the management processes of a healthcare institution. The methodological basis of the study is systemic, structural-functional, comparative, logical-analytical methods, as well as content analysis, classification, generalization and conceptual modeling. A generalization of modern approaches to the use of digital tools in public management of healthcare institutions has been carried out. The author's definition of digital tools has been formulated, they have been systematized by functional purpose, and a conceptual model has been proposed that combines external factors, functional groups of digital tools, management processes, results, and a feedback mechanism. The theoretical significance lies in the development of scientific provisions on the digital transformation of public management in the healthcare sector. The practical significance of the results obtained lies in the possibility of using the proposed model by public administration bodies and heads of healthcare institutions. The scientific novelty lies in the systematization of digital tools in public management and the development of a conceptual model of their comprehensive use. Prospects for further research are associated with empirical testing of the model and the development of a methodology for assessing the effectiveness of digital tools.
