ADAPTIVE MANAGEMENT OF LOGISTICS CHAINS OF AGRICULTURAL PRODUCTS IN THE CONDITIONS OF MILITARY RISKS

Abstract

The article examines the theoretical and applied foundations of adaptive management of agricultural product logistics chains under conditions of war-related risks, geopolitical instability, and the transformation of Ukraine's export infrastructure. It is substantiated that the full-scale war has fundamentally altered the traditional model of agricultural logistics, resulting in the disruption of established transport routes, increased logistics costs, reduced capacity of export channels, heightened risks to port infrastructure, and the necessity to promptly redirect commodity flows to alternative logistics corridors. It is determined that the specific characteristics of agricultural products, including seasonal production, large transportation volumes, storage requirements, and strict delivery deadlines, impose higher demands on the flexibility of logistics processes and the efficiency of managerial decision-making. The methodological framework of the study is based on the methods of analysis, synthesis, comparison, systematization, logical modelling, and structural-functional analysis. Drawing on recent statistical and analytical data, the paper investigates the transformation of Ukraine's agricultural export structure during 2022–2025, identifies the growing role of maritime transport through the ports of the Odesa region, the changing functional significance of rail and road transportation, and the strategic importance of alternative logistics corridors and the European Union's Solidarity Lanes initiative in ensuring the continuity of export flows. Adaptive management of agricultural logistics chains is proposed as an integrated system of managerial decisions aimed at ensuring the resilience, continuity, and flexibility of logistics processes under conditions of high uncertainty. The study substantiates that the key components of this system include route diversification, total logistics cost management, digital monitoring of logistics processes, integration of business processes across supply chain participants, scenario planning, and the development of contingency response mechanisms. It is proved that the integrated implementation of these management tools contributes to mitigating logistics risks, enhancing the adaptability of agricultural enterprises to external challenges, strengthening their export potential, and reinforcing Ukraine's food security under conditions of prolonged wartime instability.
